Institutional strengthening and capacity building
This theme seeks to strengthen and improve management systems in the organization. It establishes an implementing organizational structure for all the programmes. The Strategies here include sourcing and recruitment of staff, appointment of the Board of Directors, procurement of goods and services, development of a communication strategy, resource mobilization strategy, networking and liaison, Staff training and capacity building.

Indeed CIFA has improved its income generating options by establishing a guest house in Moyale which is now in very great demand for conferences, meetings and other functions in the region.
In the last few years, CIFA has enhanced its institutional efficiency and effectiveness as effects of investment in basic operational, recruitment and retention of motivated staff, and dedicated management leadership. Community capacity development is in the centre of institutional development.

Expected key results include the following.
- Capacity of field offices improved to run independently.
- Restructuring and enhancing level of management for better service delivery.
- Building financial management capacity for the grassroots organizations and management committees.
- Building capacity of CIFA Ethiopia through enhanced registration, training of staff and board members, development of fund raising strategies and resource mobilization.
- Building capacity of partners in governance, financial management accountability, strategic thinking and contingency planning.
